Target and Assessment For BID on Tonight's City Council Agenda

At tonight's meeting, the San Rafael City Council will adopt the final reading of the proposed Target at the Shoreline Center, after reviewing the community impact report and listening to 51 opponants and supporters in the .

The council members approved the first reading for the 137,511 square-foot store in a 3-2 vote.

"We seem to have a double standard," May Al Boro said at the meeting. "We've never required this type of information of any major retailer that wants to come to this city."

Other than approving the final reading, council members will also consider a resolution for levying an annual assessment for the Downtown Parking and Business Improvement District for the fiscal year of 2011 to 2012.

The Council approved the annual report for the assessment on May 2 and there will be a public hearing tonight on the proposal to hear any protests. If written protests are given by business owners that would pay 50 percent or more of the proposed assessment, no further action can be taken to levy an assessment for a period of one year.

Council members will also hear an update on the city's budget.
