1.  May to be Proclaimed as Elder Abuse Awareness Month

At the request of Supervisor Kinsey, the Board will be considering adoption of a resolution proclaiming May, 2012 as "Elder Abuse Awareness and Prevention Month."

2.  “Alcopop-Free Zones” to be Considered

At the request of Supervisors Arnold and Kinsey, the Board will consider adopting a resolution supporting “Alcopop-Free Zones” and encouraging alcohol retailers to adopt voluntary restrictions on the sales and marketing of such products.  Alcopops are malt beverages to which fruit juice or other flavorings have been added, and which opponents charge are marketed towards underage drinkers.

3.  Resolution Opposing Ross Valley Sanitary District Rate Hikes to be Reviewed

At the request of Supervisor Rice, the Board will consider a resolution that opposes the Ross Valley Sanitary District’s proposal to increase rates for sanitary disposal services.

4.  Revised Animal Control Fee Schedule Proposed

The Board will consider a revised ordinance to increase animal control fees designed to better reflect the costs of providing the services.

5.  Budgets for Community Housing Programs to be Considered

The Board of Supervisors is being asked to approve annual projects and budgets for three programs funded by the U.S. Department of Housing and Urban Development - Community Development Block Grant Program, HOME Investment Partnerships Program and Housing Opportunities for Persons with AIDS Program.  The largest funding category is affordable housing, but some funds are recommended for public facilities and human services.

6.  Funding Request from Marin Economic Forum to be Considered

The Board will consider a request from the Marin Economic Forum for $150,000 in matching funds to help retain and attract targeted industries, provide the public and policymakers useful Marin County economic data, and coordinate activities that support a sustainable economy.

7.  Three-year Agreement with Management Employees Association to be Reviewed

A 3-year agreement with the Marin County Management Employees Association (MCMEA) will be under consideration. The agreement, which affects approximately 324 employees, would accomplish many of the county’s priorities and reflect strategies that support long-term financial sustainability.

9.  Next Steps in Pension Reform Efforts Adopted

As a follow up to the county’s April 3 educational community forum on sustainable public employee pensions, which nearly 200 people attended, the county administrator reported on community feedback from the event and recommended a number of next steps for the county’s pension reform efforts, including: exploring hybrid pension plans, creating a retiree health benefits trust, negotiating additional pension-cost reductions with labor organizations, seeking state-wide reform, and continuing to seek public input.   The Board of Supervisors directed staff to proceed with next steps and begin investigating a hybrid plan option.

10.Resolution Adopted to Honor Local Attorney, Older Americans and  County Food Bank

At the request of Supervisor Kinsey, the Board adopted three resolutions.  The first honored Carl Shapiro for his life-long work and social activism that benefitted the people of Marin County.  The second proclaimed May 2012 as “Older Americans Month” and the third resolution acknowledged the Marin County Food Bank for their tireless efforts to ensure food for the low-income residents of Marin County.

11.Support Letter for State Legislation Related to SMART train system Adopted

At the request of Supervisors Sears and Arnold, the Board issued a support letter for AB 1962, Assembly Member Michael Allen’s legislation that would exempt the Sonoma-Marin Area Rail Transit (SMART) District from local design review requirements within SMART’s own right-of-way.
