Vice Mayor Greg Brockbank was elected to the City Council in 2007 and served on the boards of several organizations including the San Rafael Housing Corporation, the Leadership Institute of the San Rafael Chamber of Commerce and the Marin Democratic Club.
Gary Phillips served on the San Rafael City Council from 1995 to 2007. His resume includes president of the Dixie School Board, a stint on the city's Planning Commission, chair of the San Rafael Chamber of Commerce
