Man Allegedly Caught Masturbating, Watching 8-Year-Old

A 26-year-old San Rafael man was arrested Saturday night for allegedly masturbating while standing outside a building and watching an 8-year-old girl, according to the Marin Independent Journal.

The girl reportedly heard a noise on the patio outside the Canal neighborhood household and told an adult. The adult saw a man looking in the window at the girl and masturbating, the IJ reported.

The subject fled when a man confronted him, but the man chased down the suspect, caught him and detained him until police arrived. Raul Chumil was arrested on suspicion of indecent exposure and peeking into an inhabited building at 8:18 p.m. and booked into Marin County Jail in lieu of $2,500. However Chumil, whose occupation is listed as “landscaping” in the booking log, was put on a no-bail federal immigration while his citizenship status is reviewed.
