Driver Leaves Scene After Allegedly Hitting Pedestrian on Fourth Street

A Santa Venetia man is accused of a hit and run and driving with a suspended license.

Police arrested a Santa Venetia man who allegedly left the scene after hitting a pedestrian on Fourth Street this morning, according to Sgt. Roy Leon.

Etienne Perez-Parnell, 29, was booked in on suspicion of a hit and run and driving with a suspended license. His bail is $50,000.

Police received an emergency call around 7:55 a.m. Monday that a female pedestrian was hit by a driver in downtown San Rafael. The driver was making a left-hand turn from Fourth Street on to E Street when he allegedly hit the pedestrian while she was in the crosswalk, according to Leon.

As the officer tended to the woman, who was lying in the street, the driver left the scene but was arrested three quarters of a mile west of the accident on Fourth Street.

The driver was not speeding or under the influence of alcohol at the time of the accident, according to Leon. “He just didn’t see her in the crosswalk,” he said.

The pedestrian possibly suffered a fractured hip from the incident.
