1. Board to Honor Tom MacDonald

At the request of Supervisor Arnold, the Board will consider adopting a resolution honoring Tom MacDonald for his dedicated service representing Marin County’s interests on the North Coast Railroad Authority (NCRA) Board of Directors since October, 2007. His keen understanding of finances and his background as an accountant proved to be an invaluable asset to the NCRA, as well as Marin County.

2. Board to Recognize Marin Community Clinics 40th Anniversary and Summer Solstice 2012 honorees
At the request of Supervisor Adams, the Board will consider adopting resolutions recognizing the 40th anniversary of the Marin Community Clinics as well as honorees of this organization’s Summer Solstice 2012 celebration. Marin Community Clinics provides a vital link for thousands of uninsured and low-income women, men, and children in Marin County who cannot afford health insurance or private health care. Each year, this organization holds a summer solstice celebration at which they honor exceptional Marin residents for their assistance to the program. This year, honorees include Kevin Harrington, M.D., and Bobbie Wunsch, M.B.A.

3. In-Home Supportive Services Annual Report to be Heard
The Board will hear an overview of the In-Home Supportive Services (IHSS) Annual Report for Marin County. IHSS is a program that provides services to seniors, the disabled, or the blind in order to enable them to remain safely in their own home.

4. San Rafael SMART Train Station Designs to be Reviewed
At 11:30 a.m., the Board will hear a report from the City of San Rafael regarding several San Rafael station development alternatives for the Sonoma Marin Area Rail Transit (SMART) train.

5. Bay Creek Development Project to be Considered
At 1:30 p.m., the Board will hear a presentation on the merits of the Bay Creek Development proposal, located at 650 North San Pedro Road in San Rafael. The project includes the proposed subdivision of five existing lots into a total of 12 residential lots. The project was previously reviewed by the Planning Commission on November 28, 2011, where it was found to be inconsistent with pertinent land use regulations.

6. Board Honors World Oceans Day
At the request of Supervisors Sears and Kinsey, the Board adopted a resolution honoring June 8th, 2012 as “World Oceans Day”. The United Nations has designated June 8th as World Oceans Day to raise global awareness of international challenges related with the health of the world’s oceans and the organisms that rely on them for survival.

7. Earthquake Insurance Affordability Act Supported
At the request of Supervisor Kinsey, the Board issued a support letter for HR 3125 and S 637, Congressman Campbell’s and Senator Feinstein’s legislation that would lower costs for Californians purchasing earthquake insurance by allowing the federal government to guarantee bonds issued by the California Earthquake Authority (CEA). This would save an estimated $100 million annually.

8. FY 2012-13 Proposed Budget Accepted for Public Review
The Board accepted for public review the proposed budget for Fiscal Year 2012-13, which begins on July 1st. The proposed $371.7 million General Fund budget remains essentially flat, decreasing by 0.2% from the prior fiscal year. Public hearings during which the Board will consider formally adopting the budget are scheduled to take place on June 18th and 20th.

9. Collective Bargaining Agreement Adopted
The Board approved a tentative bargaining agreement that has been reached with the Teamsters Local 856, who represents the County’s Probation workers. The 3-year agreement supports the long-term financial sustainability of the County by reducing projected budgetary shortfalls.

10. Animal Services Contract Approved
The Board authorized a three-year $3,071,090 contract with the Marin Humane Society in order to provide Animal Control Services for all of the cities, towns, and unincorporated areas within Marin County. The proposed contract includes several options designed to reduce costs over the next three years, including foregoing cost-of-living adjustments, reducing rent costs, adjusting various fees, and reducing phone coverage on Mondays.
