Life Continues at Loch Lomond Marina

Plans for development stalled, marina community not worried about it.

The Loch Lomond development proposal caused a storm of controversy when it was before the city in 2007 but little has been done since in terms of site construction due largely to the sagging economy and the fact the property owner has the fully approved project up for sale.

That's just fine with local residents, who are content with the site remaining as it is: vacant lots, a great grocery store and a vibrant marina scene.

Keith Fraser, owner of the Loch Lomond Live Bait for 39, years said he is OK with the project but is concerned about the traffic it will bring when it is built.

"It's baloney that it is not going to add to the traffic," said Fraser, a retired teacher. "But it's not going to affect us, this is our place for the rest of our lives.

He said he understands neighborhood concerns, particularly from residents whose views will be blocked when the project comes to fruition.

"There's a reason nothing has happened," said Fraser, a retired teacher. "It's the housing crisis.

The proposed development, known as the Village at Loch Lomond Marina, calls for 81 residential units, 22,250 square feet of neighborhood commercial space, marina support and bay front park and conservation measures.  The project does not change the current marina berth and public launch operations, according to city officials.   

Most recently, property owner Oaktree Capital, a private equity firm in Los Angeles, filed for a grading permit to begin an earth filling process necessary to raise property grades and comply with flood zone requirements, according to Paul Jensen, planning manager for the city.

Oaktree Capital did not return phone calls seeking comment. 

Approvals for the project will be valid until August 2012, Jensen said, adding that officials have met with several prospective buyers but there is currently no new owner or developer in place.
